WorkplaceNL releases its 2025 Annual Performance Report, remains fully funded

St. John’s, NL – WorkplaceNL released its 2025 Annual Performance Report outlining that it met its 2025 strategic objectives and three-year goals of its 2023-25 Strategic Plan – focusing on building healthy and safe workplaces, supporting return to work and recovery while also growing strategic partnerships.

In 2025, Newfoundland and Labrador’s lost-time injury rate stayed at an all-time low of 1.2 per 100 workers. The number of new injury claims also reached a record low, with just over 3,800. About 93 per cent of employers reported no injuries in 2025. While this reflects continued progress in workplace safety, WorkplaceNL recognizes that every injury affects workers, their families, employers and communities throughout the province.

The report also highlights several important accomplishments in 2025, including: completing work to launch the PRIME Path 2 incentive program for large employers in 2026, expanding access to MyWorkplaceNL online services to more clients, supporting workplaces in improving psychological health and safety and issuing more than 94,000 safety training certificates.

At December 31, 2025, the Injury Fund remained fully funded at 139.5 per cent (up from 131.6 per cent funded in 2024) due to positive investment returns. These results help support the long-term security of the benefits on which workers and employers rely.

The 2025 average assessment rate paid by employers remained stable at $1.73 per $100 payroll. Since 2019, the rate contains a $0.21 discount to reduce the surplus in the Injury Fund over 15 years. The discounted average assessment rate remains at $1.73 in 2026.

“WorkplaceNL’s 2025 Annual Performance Report reflects meaningful progress made through the efforts of employers, workers, partners, stakeholders and our employees,” said John Peddle, Chair of the Board of Directors, WorkplaceNL. “A record-low number of new injury claims and a lost-time injury rate that matches a historical low demonstrates the strength of our province’s safety culture. At the same time, we know that every workplace injury has an impact. Our Board remains committed to maintaining a sustainable workers’ compensation system that supports workers and employers today and into the future.”

Looking ahead, WorkplaceNL’s 2026-28 Strategic Plan focuses on measurable initiatives to prevent injury, help workers return to work and modernize its service delivery.

The Government of Newfoundland and Labrador has launched an independent statutory review of the workers’ compensation system. In this province, a review is required by legislation every five years. This provides an ongoing opportunity for feedback from the public and stakeholders to help ensure a responsive and sustainable system.
