The PRIME Program is changing for large employers in 2026.

Path 2 Employers will be required to implement a 15-element OHS program that includes the following elements:

  • Leadership Commitment
  • Hazard Recognition, Evaluation and Control
  • Incident Reporting and Investigation
  • Personal Protective Equipment
  • Workplace Inspections
  • Safe Work Practices and Procedures 
  • Training and Communication
  • Emergency Preparedness and Response
  • OHS Committees, WHS Representatives and Designates
  • Return-to-Work
  • Fall Prevention
  • Occupational Health
  • Musculoskeletal Injury (MSI) Prevention
  • Workplace Violence and Harassment
  • Psychological Health and Safety
  • Management Review, Records and Statistics

Compliance with these requirements will be determined through PRIME audits on a three-year cycle that includes WorkplaceNL audits and employer self-audits.


To qualify for your PRIME rebate, Path 2 employers will need to complete these four steps:

  1. Implement your 15-element OHS program.
  2. Indicate you wish to participate in the PRIME audit when you submit your Annual Employer Statement by the last day of February of each year.
  3. Participate in the PRIME audit (either WorkplaceNL or employer self audit, depending on cycle). 
  4. Receive 65% on each individual program element and 80% on the overall audit.
